An NPR spokesperson explains that HD broadcasting on the radio is only using about 1 percent of its possible power, which is the cause of this problem.  Although broadcasters want to raise this up to at least ten percent, there is a significant possibility that this will interfere with analog FM signals. This study should be complete by the end of the summer.
