It's not available to everyone quite yet, and there hasn't been official word from Netflix. Head on over to the Watch Instantly tab and then select HD in the genre dropdown. It'll bring up a list of every title available to stream in HD on a capable device.
If you see a button that says "Show HD for PC/Mac" then you're good to go. You'll be able to select any of the movies or shows and watch them in HD in your screen. There's an icon in the bottom right hand corner that will indicate whether the movie is playing in HD or not, and whether the HD signal is buffering. The quality increase seems to only affect the video, leaving the audio at the traditional bitrate.
Some users aren't able to see the new options, and there hasn't been an update to the Netflix blog quite yet, but a full rollout is expected within the next week or two.
