It seems cost wise, the double wall filled with sand would be in the non cost effective category then? That much sand can't be cheap. Not to mention the problems that could happen if the sand got wet.

Certainly agree with you.
Best to simply build a new stud wall at least 1" away from the foundation. Install standard R13 fiberglass, then double drywall with double 5/8". Consider a damping material instead of standard drywall adhesive
