Is it possible to do software upgrade of the built in DVB-T tuner from MPEG2 to MPEG4?

No, there would be no reason to do it anyway. All ATSC signals use mpeg2 and would require an industry wide change for them to adopt mpeg4. Now in Europe it may differ. Where are you?
