No picture with HDMI cables

Using a Comcast Scientific Atlanta Explorer 8300 receiver through a Panasonic VSX-818V to a Mitsubishi LT-46231 HD TV by way of HDMI cables I get no TV picture with an on screen note that set is not HDCP compliant. Any answers?

Bad cables is the first place I would check.

Do you have another one you can test?

Do you have other HDMI sources to test the port with?
