Normally, the locals get preferential treatment on Rodeo. Maybe not so much at Christmas but they know who you are in the stores.

Note: there are like 30,000 residents in BH at night and 300,000 during the day. Those people spend a lot of money in the stores and know how to get taken care of. The stores need them in many ways more than the people need the stores.
